Training series prepares local agencies for federal-aid project responsibilities

In collaboration with the Missouri Department of Transportation (MoDOT), the Local Technical Assistance Program (LTAP) is organizing a three-part training series titled "Local Public Agency (LPA) Basic Training – Person of Responsible Charge." The sessions are scheduled for April 8th, April 17th, and April 22nd, offering a comprehensive overview from 12:30 pm to either 2:00 pm or 3:00 pm.

The training targets local agencies managing projects funded by Title 23 federal funds. These agencies must appoint a “qualified person of responsible charge,” who is a public employee accountable for various project aspects. The course spans approximately five to six hours and aims to equip attendees with essential knowledge of the federal-aid process. Participants will learn how to administer federal-aid project activities, maintain familiarity with daily operations, make decisions regarding changes in conditions or scope, review financial processes to prevent fraud, direct project staff, and sign all necessary project documents.

To achieve certification as a Person of Responsible Charge, participants must attend all three sessions and pass an examination. For those attending from different devices within one agency registration, it is required to sign into the Zoom meeting with the actual attendee's name or submit a SIGN-IN SHEET via email to training@mltrc.org within three days after the final session.

The training covers several topics across its parts:

- Part I on April 8th will address getting started with projects, audits and reviews, planning projects, and hiring consultants.

- Part II on April 17th will focus on environmental and cultural requirements, developing plans and specifications, acquiring right-of-way permits.

- Part III on April 22nd will discuss bidding processes, construction management, and final close-out procedures.
