Senator Josh Hawley has introduced the End Taxpayer Funding for Abortion Providers Act, aiming to cut federal funding to Planned Parenthood and other abortion providers nationwide. The bill reflects ongoing opposition among some Americans to taxpayer-funded abortions.
Hawley stated, “Americans have long made it clear that they oppose taxpayer-funded abortions. But the Biden Administration has plowed forward, ensuring that Planned Parenthood and its affiliates receive tens of millions of dollars annually in federal grants.” He added, “It’s high time we ended federal support for Planned Parenthood and the abortion industry. My legislation defends the unborn and upholds the will of the American people.”
In 2019, President Trump established the "Protect Life Rule," which prohibited taxpayer dollars from going to organizations like Planned Parenthood that provide or refer for abortions. This rule effectively blocked Planned Parenthood from receiving $60 million in federal funding. However, upon taking office, the Biden Administration rescinded this rule.
The proposed legislation seeks to prohibit federal funding to organizations performing abortions or providing referrals or financial support for such services. Exceptions are included for pregnancies resulting from rape or incest and when necessary to save the life of the mother.
