Governor Parson Announces Three Judicial Appointments

JEFFERSON CITY — On June 2, Governor Mike Parson announced one judicial appointment to the 22nd Judicial Circuit and two appointments to the 31st Judicial Circuit.

The Honorable Lynne R. Perkins, of St. Louis, was appointed as Circuit Judge for the 22nd Judicial Circuit.

Judge Perkins currently serves as an associate circuit judge in the City of St. Louis. He holds Bachelors of Science in business administration and legal studies from Wesley College and a Juris Doctor from Washington University in St. Louis. He will fill the vacancy created by the retirement of the Honorable Michael K. Mullen.

The Honorable Kaiti Greenwade, of Willard, will be appointed as Circuit Judge for the 31st Judicial Circuit.

Judge Greenwade currently serves as an associate circuit judge in Greene County. She holds a Bachelor of Arts in history from Missouri State University and a Juris Doctor from the University of Tulsa. She will fill the vacancy created by the retirement of the Honorable David C. Jones.

Kirsten E. Poppen, of Springfield, was appointed as Associate Circuit Judge for the 31st Judicial Circuit.

Ms. Poppen is currently an attorney at Neale & Newman, L.L.P. She holds a Bachelor of Science in life sciences from Kansas State University and a Juris Doctor from the University of Kansas. She will fill the vacancy created by the retirement of the Honorable Mark A. Powell.
