Hawley proposes $20 billion farm relief bill using tariff revenues

Senator Josh Hawley announced plans to introduce the Support Our Farmers and Ranchers Act of 2025. The legislation aims to provide direct payments to farmers and ranchers using revenue collected from tariffs implemented during President Trump's administration.

According to Senator Hawley, the bill will authorize $20 billion in appropriations sourced from qualifying tariff proceeds. These funds are intended for one-time direct payments to eligible agricultural producers, covering all crop commodities, livestock, and poultry. The legislation also grants the Secretary of Agriculture discretion in how the aid is implemented.

Hawley stated that this proposal would give congressional authorization for the Trump Administration’s plans to deliver relief after several years marked by high input costs and low profitability margins for farmers and ranchers. He referenced similar programs enacted during President Trump’s first term that provided tens of billions in relief based on market conditions.

“The Support Our Farmers and Ranchers Act would permit the Trump Administration to immediately proceed with a similar relief program for this year,” said Hawley.

The proposed act stipulates that direct payments must be delivered within 90 days to ensure timely support for those affected.
