Missouri State Highway Patrol reports Mexican national charged with DWI after fatal hit-and-run

The Missouri State Highway Patrol has announced that Jesus Ornelas-Rios, a Mexican national, faces charges of driving while intoxicated causing death and leaving the scene after allegedly hitting and killing a pedestrian on Route AB near Highway 63.

According to KMIZ-TV (ABC 17 News), the incident occurred around 5 a.m. on Sunday, August 3, 2025, on Route AB approximately half a mile east of Highway 63 in Boone County. Troopers reported that the victim was outside a silver 2020 Toyota Camry in the eastbound lanes when he was struck. Investigators allege that Ornelas-Rios, driving a red 2021 Ram 1500 westbound, crossed the center line before hitting both the victim and the car.

KOMU 8 News reports that Boone County deputies located Ornelas-Rios at an apartment about 15 minutes from the crash site. They found his vehicle with passenger-side damage consistent with the collision. Court documents obtained by KOMU indicate that a preliminary breath test showed a blood alcohol content of .118%, while a subsequent chemical test taken at 8:54 a.m. registered .06%. The same report notes that Ornelas-Rios admitted to drinking six or seven beers before driving that morning.

According to ABC 17 News, Ornelas-Rios is being held at the Boone County Jail without bond and is also subject to an immigration detainer requested by U.S. Immigration and Customs Enforcement (ICE). Prosecutors allege in court documents that he poses a flight risk because he was born in Mexico and could leave the country to avoid prosecution. Jail records confirm that the detainer is active and was placed immediately after his arrest.

The Missouri State Highway Patrol, established in 1931, serves as the statewide law enforcement agency responsible for enforcing traffic laws, investigating motor vehicle crashes, and promoting roadway safety across Missouri. According to its official website, the Patrol operates nine regional troops and includes specialized units for criminal investigations, drug enforcement, and commercial vehicle inspections. Its said mission is "to serve and protect all people by enforcing laws, promoting safety, and providing service to the public."
