Missouri House reviews bills aimed at addressing state's energy demand

A pair of bills introduced in the Missouri House aim to ensure the state can meet its growing energy demands, which are partly driven by the onshoring of large manufacturing facilities and increased internet usage. The House Utilities Committee recently reviewed HB 853, sponsored by Rep. Josh Hurlbert (R-Smithville), and HB 963, sponsored by Rep. Brad Pollitt (R-Sedalia).

Rep. Hurlbert expressed concern about Missouri's energy capacity, stating, "This will significantly impact our ability to attract business development." He noted that with nationwide grid strain, business locators are increasingly questioning whether local developers have sufficient power for their projects.

The proposed legislation seeks to modernize regulatory processes and adjust utility company accounting practices to encourage investment in new energy generation. Known as Construction Work in Progress (CWIP), the bills would permit utility companies to recover some costs incurred during new plant construction.

Kayla Hahn, chair of the Missouri Public Service Commission, emphasized the importance of competitiveness in attracting economic development: “When Missouri is in the business of trying to attract economic development, we want and need to be competitive with our neighbors.” She highlighted concerns about losing potential developments to neighboring states like Kansas.

Hankinson added that ensuring grid resiliency and reliability is crucial not only for attracting new businesses but also for supporting existing ones: “We’ve heard from many of our members – large, small and everywhere in between – that this is incredibly important for them and the integrity of their business.”
