In September 2025, the Missouri Legislature convened for a special session to address several issues, including changes to the state's initiative petition process. Missouri is among 24 states that permit citizens to use initiative petitions, a method that has drawn criticism due to frequent amendments and outside influence.
NFIB State Director Brad Jones commented on the ease of changing the state constitution. "It is way too easy to change the constitution," Jones said. "It has been amended over 100 times. There should be a higher bar for amending our Missouri Constitution." He also expressed concern about external financial influence: "When groups outside of the state can swoop in with millions of dollars and change our laws, that is a big problem."
The proposed reform would require that any constitutional amendment placed on the ballot by voters must achieve both a simple majority statewide and a majority in all eight congressional districts to pass.
NFIB stated it will continue collaborating with lawmakers in Jefferson City to support small business ownership and operations in Missouri.
