Federal authorities are seeking potential victims in a case involving Dr. David A. Parks, clinical manager and research coordinator James M. Bilderback, and front desk assistant Michelle J. Scheer. The three worked at a clinic located at 3960 Lindell Boulevard in St. Louis.
A federal grand jury indicted the trio in July 2024 on charges related to prescribing controlled substances outside of accepted medical practice and for no legitimate purpose between July 6, 2016, and December 31, 2021. The indictment also alleges that Parks and Bilderback conspired to defraud Medicare, Missouri Medicaid, and private health insurers by submitting claims falsely identifying Parks as the provider during times when he was not present or out of the country.
According to the indictment, “The conspiracy’s goal was to maximize their patient population and, in turn, their profit.”
On August 15, 2025, U.S. Magistrate Judge John M. Bodenhausen ordered alternative procedures for notifying potential victims so community members who may have been affected can be informed of their rights.
The U.S. Attorney’s Office is asking anyone who believes they may have been harmed by illegal prescribing or fraudulent billing practices by Dr. Parks, Bilderback, or Scheer to contact the Victim-Witness Unit at (314) 539-2227.
Former patients or their families dealing with consequences from these alleged actions can access information and support through the victim-witness program during federal prosecutions.

Authorities remind the public that “the charges in the indictment are merely allegations and the defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.”
