Missouri Attorney General Catherine Hanaway has announced felony charges against Pamela Walsh, a former insurance agent in St. Peters, following an investigation into alleged deceptive practices at J. Walsh Insurance, which is now closed. The charges include nine counts of Deceptive Business Practices and nine counts of Fraud in the Sale of Insurance.
“These charges reflect our commitment to protect Missouri consumers from fraud and to hold bad actors accountable,” said Attorney General Hanaway. “My Office will continue to pursue those who take advantage of hardworking families and ensure that they face justice.”
According to the complaint, between August 2022 and November 2024, Walsh sold commercial property insurance policies to nine condominium associations but did not forward premiums or secure coverage for them. Instead, she allegedly forged documents that appeared to be legitimate insurance policies, leading victims to believe they were insured when they were not. The scheme reportedly resulted in more than $160,000 being taken from over 100 affected families.
The Missouri Department of Commerce and Insurance (DCI) assisted with the investigation and has revoked Walsh’s license. DCI Director Angela Nelson stated: “Like the Attorney General’s Office, the Missouri DCI is dedicated to consumer protection. Ensuring that all Missourians can access the financial security of insurance products to protect their health, life and property is why we exist,” adding that they are honored to partner with the Attorney General on this mission.
Attorney General Hanaway encouraged anyone who believes they may have been defrauded by Pamela Walsh or J. Walsh Insurance to contact her office’s Consumer Protection Section by phone or through their website at https://ago.mo.gov.
The Attorney General emphasized that these are allegations only and that Pamela Walsh is presumed innocent until proven guilty in court.
The Consumer Protection Section continues its work investigating and prosecuting deceptive practices across Missouri. The Attorney General’s Office invites attorneys interested in consumer protection work to explore job opportunities at https://ago.mo.gov/about-us/job-opportunities/.
