According to Congress.gov, the Credit Card Competition Act of 2023 was introduced in the Senate as S.1838. The legislation aims to enhance competition within the credit card market by mandating that larger financial institutions provide at least two network options for transactions. The bill's objective is to reduce merchant costs related to credit card fees. Proponents argue that increased competition among networks could lead to lower prices for consumers.

The Electronic Payments Coalition has commented on the failure of a similar initiative, the Credit Card Competition Act of 2022. They said that strong opposition from small financial institutions and credit unions led to its downfall. These groups argued that such legislation would decrease revenue used for fraud protection and consumer rewards, potentially resulting in fewer choices and higher costs for consumers. Furthermore, they noted that it could disrupt existing payment infrastructure.
