U.S. Senator Josh Hawley has introduced new legislation aimed at expediting the process of securing first contracts for newly formed unions. The bill, endorsed by the Teamsters, seeks to address delays in contract negotiations that workers face after voting to unionize. Senators Cory Booker, Gary Peters, Bernie Moreno, and Jeff Merkley have joined as original cosponsors.
Current labor laws require good faith bargaining but lack a deadline for reaching an agreement. As a result, it often takes over a year for new unions to secure initial contracts. Senator Hawley highlighted the issue: “The status quo hurts workers... when mega-corporations drag their feet... It’s wrong.”
Teamsters General President Sean M. O’Brien expressed support: “Greedy corporations will stop at nothing to keep workers from getting a fair first contract.” He emphasized the importance of holding employers accountable.
Senator Booker added, “Americans deserve fair wages, safe workplaces... forming a union helps workers fight for fairness.” He noted the bill would help ensure quicker realization of union benefits.
Senator Peters stated, “This bipartisan bill is a step in the right direction,” focusing on reducing union-busting tactics. Senator Merkley echoed these sentiments: “When unions thrive, working families thrive.”
The proposed Faster Labor Contracts Act includes amendments to the National Labor Relations Act requiring negotiations within 10 days post-unionization vote. If no agreement is reached in 90 days, mediation follows; if unsuccessful within 30 days or agreed extensions, binding arbitration ensues. Additionally, it mandates a Government Accountability Office report on average time-to-contract one year post-enactment.
