Senator Hawley stated, "American taxpayers shouldn’t have to wonder where their billions in aid to Ukraine went and what they’re funding there now. They deserve an accounting of every penny Congress shipped over there." He emphasized the importance of aligning with President Trump’s efforts to achieve peace in Ukraine while respecting taxpayer contributions.
The proposed legislation addresses concerns about Ukraine's history of corruption and recent reports highlighting waste and abuse within U.S. government spending. The bill intends to streamline oversight by creating an independent inspector general tasked with tracking every dollar spent.

Initially introduced in March 2023, the proposal was rejected by a Democrat-controlled Senate later that month. Key components of the Inspector General for Ukraine Act include:
- Establishing the Office of the Inspector General for Ukraine.
- Empowering this office to conduct audits, investigations, and oversee aid programs managed by various U.S. departments.
- Requiring quarterly reports detailing contracts, grants, operating expenses, and compliance with anti-corruption measures.
- Authorizing funding through the Ukraine Economic Assistance Fund.
