Missouri Attorney General Andrew Bailey has announced that Joseph C. Benne, a contractor from St. Louis County, is facing multiple charges for allegedly defrauding consumers through his businesses, All in One Contracting and JCB Construction Service. The charges include one felony count of financial exploitation of an elderly person, one felony count of stealing, and two felony counts of deceptive business practices.
Attorney General Bailey stated, "As Attorney General, I will always hold accountable those who target innocent Missourians. My Consumer Protection Unit will continue to work around the clock to obtain justice for any consumer who has been ripped off."
The allegations claim that between February 2022 and March 2024, Benne made false promises regarding home renovations in exchange for large upfront payments. It is alleged that after receiving payments, he either abandoned the projects after delivering negligible materials or failed to complete any work or deliver materials at all.
Consumers who suspect they have been victims of fraud by a contractor are encouraged to file a complaint with the Missouri Attorney General’s Office. They can do so by calling the Consumer Protection hotline at (800) 392-8222 or submitting a complaint online at ago.mo.gov.
Attorney General Bailey emphasized that these charges are allegations and reminded the public that Benne is presumed innocent until proven guilty in court.
