St. Louis initiates comprehensive citywide transportation improvement plan

On May 21, 2024, Mayor Tishaura O. Jones announced the initiation of a comprehensive citywide plan aimed at enhancing transportation and mobility for residents and visitors in St. Louis.

"Everyone deserves to feel safe when getting around St. Louis, whether they're driving, biking, walking or taking public transit," Mayor Jones stated. "Creating a comprehensive transportation and mobility plan allows us to make intentional and strategic investments so that moving around St. Louis for jobs, education, and entertainment becomes easier, safer and more enjoyable."

The City of St. Louis Transportation & Mobility Plan (TMP) will be the first citywide mobility plan completed in decades. It aims to build consensus around the values and vision for future mobility within the city. The TMP will integrate major projects such as the Brickline Greenway, Future64, MetroLink Green Line, among others while setting new priorities for a safer and more efficient transportation network.

Key elements of the TMP include robust public engagement, development of a safety action plan, future infrastructure priorities, and transportation network mapping. The plan seeks to establish the city's vision for transportation by aligning with national policy best practices suitable for St. Louis. It will also review ordinances and practices to recommend necessary updates including an update to the Complete Streets ordinance led by Ward 1 Alderwoman Anne Schweitzer.

The development of this plan is funded through American Rescue Plan funds allocated by Mayor Jones and the Board of Aldermen. The City anticipates presenting a completed TMP by fall 2025.

The desired outcomes from establishing the TMP include:

- A unified vision for citywide mobility

- Short-term and long-term mobility projects

- Improved communication tools regarding transportation with the public

- Identified projects and strategies to enhance safety

- Network maps and street typology guides shaping future projects

- Adoption of TMP elements by the City Planning Commission and Board of Public Service

Public involvement is deemed critical to ensure an equitable plan serving all segments of St. Louis effectively. To facilitate broad participation, there will be community meetings, focus groups, and statistically significant surveys conducted throughout this process.
