On May 3, 2024, the Missouri Senate has given initial approval to legislation crucial for the state’s healthcare system. Senate Bill 748, sponsored by Sen. Lincoln Hough, aims to renew the Federal Reimbursement Allowance program (FRA) that plays a significant role in sustaining essential health care services across Missouri.
According to an unknown speaker, the FRA program has been described as a “critical funding mechanism” for the state’s hospitals, nursing homes, and pharmacies to support Missouri’s Medicaid program, generating approximately $4 billion annually in matching federal funds.
The Senate’s progress on SB 748 faced hurdles as members of the Freedom Caucus engaged in a 40-hour filibuster. However, despite the obstructionist behavior, the Senate successfully perfected the bill, extending the FRA program through 2029.
In response to the filibuster, a joint statement by the Missouri Chamber, Missouri Hospital Association, Missouri Health Care Association, Missouri Pharmacy Association, and Missouri Ambulance Association condemned the actions, stating, “We commend the Senate leaders who strive tirelessly to defend Missouri’s interests against the chaos sown by a few.” The statement also criticized the obstructionist tactics, highlighting how they could harm the individuals in need of essential health care services.
The Senate is now expected to take a final vote on the FRA program renewal in the upcoming week before the bill moves to the House for approval.
