The Missouri State High School Activities Association (MSHSAA) announced on May 1 the results of its 2026 Annual Ballot, which included a series of proposed amendments to the organization’s Constitution and By-Laws. Member schools voted on eleven proposals covering topics such as coaching requirements, transfer exceptions, competition allowances, and contest limits.
These changes are significant because they impact how high school activities are governed across Missouri. The updates address eligibility, participation rules, and opportunities for students involved in athletics and other interscholastic programs.
Dr. Jennifer Rukstad, MSHSAA Executive Director, said: “This ballot reflects our continued dedication to strong governance and the growth of interscholastic activities throughout Missouri. Each proposed change to the MSHSAA Constitution and By-Laws has been thoughtfully crafted through our advisory committees or introduced by the Board of Directors to ensure our policies stay responsive, relevant and aligned with the needs of our member schools.”
Among the proposals passed were amendments simplifying initial requirements for coaches or directors without teaching certificates (91.8% approval), adding transfer exceptions for children of active-duty military personnel (99.5% approval), non-resident parent educators (90.1%), refugee or political asylum students (89.8%), expanding non-school competition exceptions (88.8%), cooperative sponsorships (90.1%), allowing team tennis preseason jamborees (95.1%), additional Speech & Debate contests after April 1 (88.9%) and local control over Speech & Debate start times (92.6%). Other approved measures include changing Scholar Bowl competition limits from specific numbers to competition dates (96.5%) and increasing allowable dance competitions from five to seven per season (80.6%).
The Board will officially certify these results at its meeting in June; once certified, all changes will take effect on July 1, 2026.
Looking ahead, these policy updates may affect student eligibility criteria as well as provide more flexibility in scheduling competitions for various activities across Missouri’s high schools.
