A grand jury has returned a felony indictment against St. Louis County Executive Sam Page, according to an announcement by Missouri Attorney General Andrew Bailey. The indictment includes two counts of stealing by deceit and two counts of election law violations.
The investigation into the alleged misuse of public funds was initiated by the Attorney General’s Office after the St. Louis County Prosecuting Attorney’s Office cited a conflict of interest. A judge then appointed Attorney General Bailey as special prosecutor for the case, leading to grand jury proceedings.
“I conducted this investigation into Sam Page’s alleged misuse of public funds because the people of St. Louis County deserve accountability, not corruption,” said Attorney General Bailey. “Public officials must follow the law, and my Office will work to ensure that they always do.”
The charges are based on claims that Page deliberately used more than $35,000 in county resources to produce and send over 50,000 political mailers opposing Proposition B, a local ballot measure presented to voters on April 8, 2025. This conduct is alleged to be in direct violation of Missouri state law prohibiting the use of public money for political campaigning.
“The Missouri Constitution and our statutes are clear: public money must never be used for political campaigning,” said Attorney General Bailey. “Any intentional misuse of taxpayer dollars in an attempt to rig the outcome of an election is illegal.”
Attorney General Bailey’s office emphasized that these charges remain allegations at this stage and that Sam Page is presumed innocent unless proven guilty in court.
